Job Description

Work involves preparation, examination, review and analysis of financial documents; the compilation of statistics and reports relating to financial activities; and the provision of technical advice and assistance to agency staff on financial matters.

EXAMPLES OF WORK
• Performs advanced professional accounting and budgetary preparation and analysis work;
• Assists in the development of annual operating budget;
• Assists in the development of budget policies, procedures and instructions;
• Assists in the preparation of biennial legislative appropriation requests;
• Assist in the preparation and review of the Strategic Plan and performance measures
• Assist in the preparation of Legislative Budget Board quarterly and annual performance measures reports
• Monitors and analyzes operating budgets to determine funding availability;
• Reviews financial and operating budget reports submitted for accuracy and suggest areas where conservation of funds and recommend necessary fund transfers;
• Prepares quarterly and annual reports as required by oversight agencies;
• Monitor and analyze revenue collections, accounts receivable, and suspense fund;
• Prepares special reports when needed, related to fiscal data;
• Performs other duties as assigned;

GENERAL QUALIFICATIONS

Required Qualifications
• Graduation from an accredited four year college or university, with a major in accounting, auditing, or business administration.
• Two years’ professional work experience in auditing, accounting, or budget preparation and analysis.
• Must possess working knowledge of Microsoft Office applications, including Excel, Word and Access.

Preferred Qualifications
• Bachelors or master’s degree in accounting or finance. Certification as a Certified Public Accountant (CPA) in good standing.
• Experience with Texas governmental financial systems (USAS, USPS, and ABEST) and accounting policies, practices and terminology.
• Experience with Texas legislative appropriation process and performance reporting.

• Texas state government budget principles and appropriations process
• Writing fiscal notes and/or cost impact statements;
• Using advanced analytical skills
• Gather, analyze, evaluate and present expenditure data clearly and concisely
• Foresee types of reports and schedules which will assist the agency
• Plan and organize work to produce timely and meaningful results
• To express recommendations in a specific, concise, and understandable manner
• Work effectively with others, and apply an agency-wide perspective in analyzing data
