Job Description

Oversees and directs the legal section of the Elections Division for the Office of the Secretary of State. Provide assistance to staff in other sections within the Elections Division. Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities. Plans, assigns, and supervises the work of others. Reviews section work product and procedural compliance. Serve as an expert witness in courts of law and before legislative committees. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports directly to the Elections Division Director.

Examples of Work
• Review letters and memoranda for legal accuracy, policy consistency, and procedural compliance.
• Manage division workload: make assignments to appropriate personnel and monitor progress.
• Advise on election law and policy.
• Prepare and review Justice Department submissions.
• Prepare and review administrative rules resulting from legislation.
• Monitor and analyze legislation and serve as a resource.
• Serve as expert witness and consult with the Attorney General’s office regarding litigation.
• Organize and review written seminar materials.
• Make presentations at election conferences.

Required Qualifications
Experience and Education
• Graduation from an accredited law school with a LL.B. or J.D. degree.
• Licensed to practice law in the State of Texas.
• Two years of responsible leadership experience in management or supervisory positions.
• One year of work experience dealing with the public sector.

Knowledge, Skills, and Abilities
• Knowledge of constitutional and civil law.
• Knowledge of Texas Election Law.
• Legislative experience.
• Excellent verbal and writing skills.
• Public Speaking Experience.
• Strong skills in building interpersonal relationships, and employee coaching and development
• Strong analytical skills.
• Ability to lead and develop a department and competent staff.
• Ability to multitask, prioritize, remains focused, and be flexible to changes.

Preferred Qualifications
• Relevant work experience with city, county, state, and /or federal government or election processes.
• Relevant working knowledge of Election Law.

Pay Between $7,258.00 / MO and $7,258.00 / MO
