Job Description

Performs routine (journey-level) purchasing and procurement work. Work involves purchasing and procuring commodities, equipment, and services using guidelines, rules, policies, and laws. Assist with completing work order changes for the Capital Complex phone system. Assist with reporting and tracking building management issues and state property accounting including inventory. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED
Reviews requisitions for completeness and accuracy according to agency and division rules.
Orders merchandise, supplies and equipment using guideline, rules, policies and laws.
Monitors legal and regulatory requirement pertaining to purchasing.
Process routine commodity/services purchases
Purchases commodities and services of a specialized nature within assigned classifications
Determines most applicable and cost effective purchasing method for obtaining good and services related to assigned Comptroller of Public Account (CPA) commodity classes
Process agency phone changes into the Capitol Complex phone system following the Department of Information Resources (DIR) guidelines.
Works with requesters, sourcing team and agency staff to coordinate or resolve purchasing related issues.
Researches vendors for products and services; and monitors and documents vendor performance.
Responds to phone and e-mail request from requesters and staff related to processing status of requisitions, purchase orders and receipt of goods/services
Supports and attends Historically Underutilized Business (HUB) outreach program and events.
Maintains purchasing and procurement records and maintains files.
Interacts with receiving and requesters concerning delivery, specification and other matters concerning products from vendors.
Provides support and training for users when applicable; and provides assistance to requesters in drafting competitive specifications for commodities/services.
Assist with the annual agency inventory and property disposal according to State Property Accounting rules and regulations.
Attends work on a regular and predictable schedule in accordance with agency leave policies and performs other duties as assigned.

GENERAL QUALIFICATIONS

Required:
Graduation from an accredited four-year college or university with major course work in business, public administration, or related field plus one year progressively responsible state purchasing work experience or four years of progressively responsible state purchasing work experience.
Certified Texas Purchaser (CTP) certification is required at time of hire
Experience with personal computer to include experience with Microsoft Word, and Excel

Preferred:
Experience with Microsoft Access
Experience in purchasing Information Technology (IT) related goods and services
Experience with State Property Accounting (SPA) rules and regulations
Experience with the Capital Complex Phone System
Experience dealing with building management issues

KNOWLEDGE, SKILLS AND ABILITIES
Extensive knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, and general and technical specifications.
Knowledge of laws controlling state purchasing operations
Knowledge of current HUB requirements for procurements by the State of Texas
Skilled in use of personal computers
Ability to evaluate bids
Ability to maintain filing and record keeping system
Ability to interpret policies, procedures and regulations
Ability to exercise good judgment
Ability to maintain an effective working relationship with management and coworkers
Ability to present purchasing information, both orally and in writing, in a clear and concise manner.

Pay Between $2,900.00 / MO and $3,100.00 / MO
Additional Pay Details Payday is monthly on the 1st business day of the month.
