Job Description

Serves in a technical lead and supervisory capacity leading a team of developers to develop and implement State wide applications. Works with key stakeholders and team to plan, develop and design business functions for integrated systems and provides technical thought leadership and guidance for the development team. The position involves all stages of development including requirements, design, implementation, debugging, testing, documentation, release, and maintenance of Java based software solutions.

• Leads and manages the development team to implement complex information system developments or revisions in a WebSphere environment to achieve the desired result in the system or system enhancement.
• Ensures team follows approved software development lifecycle methodologies and technology guidelines.
• Conducts periodic reviews of team deliverables to ensure conformance to requirements.
• Coordinate and manage all application development activities and provide status updates to stakeholders.
• Conducts testing to verify that the programs function correctly and to ensure that modifications have not caused error in other parts of the program, interfacing programs and interfacing systems.
• Resolves technical issues through debugging and troubleshooting techniques.
• Conducts and coordinates investigative and analytical studies of complex system functions and operations to select approaches for the resolution of complex problems or improving the efficiency of existing systems.
• Participates in impact analysis of proposed legislative changes as required.
• Reviews and analyzes Java programs to gain a detailed understanding of the implementation of the underlying business functions.
• Validates team work efforts to develops work plans and cost estimates, and analyzes alternative approaches.
• Participates in design and code reviews.
• Responsible for department planning, budgeting, and resources.
• Oversees, plans, and schedules projects to staff to develop, test, debug, document, and manage applications
• Oversees staff that performs research and analysis required for project proposals, software modifications, system modifications, and new products
• Reviews and evaluates effort estimates based on requirements
• Analyzes proposed computer applications in terms of equipment requirements and capabilities
• Analyzes, reviews, and revises programs to increase operating efficiency or to adapt to new procedures
• Develops standards and procedures for staff
• Develops and implements specialized programs to supplement and enhance systems software
• Prepares detailed analyses, design, plans, diagrams, and validation plans for existing and proposed computer applications
• Provides technical advice and assistance in matters related to programming activities
• Comfortable perform hands-on coding, testing, and debugging of programs; and the preparation and use of test data when necessary
• May develop and implement specialized programs to supplement and enhance systems software
• Will work with Java (J2EE)/XML development, Web-based architectures, Object Oriented analysis and design
• Performs related work as assigned


Experience and Education
Bachelor’s degree or higher in computer science, applied mathematics, or a related field from a regionally-accredited university. Eight years of relevant experience may be substituted for education requirement.
2 years of experience serving in a technical lead role and/or application development manager role

Knowledge, Skills, and Abilities
• Ability to analyze data logically and exercise sound judgment in defining, evaluating, and solving difficult technical and operational problems where solutions may be of a precedent-establishing nature
• Ability to develop effective working relationships with agency officials, associates, vendors, clients and others to coordinate the activities of work to achieve desired results
• Excellent interpersonal, oral and written communication skills
• Understanding of object modeling concepts
• Thorough understanding of various SDLC methodologies
• Must have regular and punctual attendance


Experience and Education
• Experience in Object-Oriented Analysis and Design (OOAD) using UML
• Extensive experience in WebSphere, JBoss or similar enterprise applications server
• Development experience with PL/SQL, stored procedures, triggers, and views using Oracle or similar enterprise database
• Hands on experience using software tools such as NetBeans, Eclipse, Toad, SQL Navigator, or JDeveloper
• Experience with version control systems such as CVS, PVCS, ClearCase, or StarTeam
• Work experience with Unix shell and DOS batch scripting
• Solid experience in developing Java web and server side applications including experience with JSP and JSF
• Experience with StarTeam, SilkTest, Cygwin, Neoload, CruiseControl, Ant, Axis, MyFaces, and Xerces

Knowledge, Skills, and Abilities
• 5 years of professional hands-on experience in Java development for large, web-based applications
• Extensive knowledge of IT concepts and principles, the theories and functions of computer systems, and the principles and techniques of Information Technology documentation
• Extensive experiences conducting studies for system conversions and enhancements, including the use of structure, behavior, and interaction diagrams in the analysis and design of web-based systems
• Knowledge and implementation experience using GOF design patterns
• Expertise in XML and related technologies such as XML schema and XSLT
• Strong problem solving skills with an aptitude for learning
Supervisory Experience Required Yes
Pay Between $6,666.67 / MO and $7,500.00 / MO
