GENERAL DESCRIPTION
Under the guidance of the Deputy Attorney General for Administration, performs highly advanced, senior-level managerial activities providing direction to operational financial management.
Monitors development and implementation of agency operational financial activities; oversees implementation of relevant policies, procedures, processes, rules and regulations, controls,
and systems; establishes and monitors metrics for determining progress in meeting targets; evaluates the progress of financial activities on a continuous basis. Plans, assigns, and directs
the work of the management staff of operational financial divisions.

ESSENTIAL JOB FUNCTIONS
•Evaluates trends; establishes and monitors critical metrics; determines production, productivity, quality, and customer-service levels of financial divisions; designs systems; develops staff;
and facilitates change management initiatives
•Completes, monitors, and tracks ad-hoc and mandatory financial reporting
•Oversees preparation of Legislative Appropriations Request, annual operating budget, fiscal note process, etc.
•Monitors cash flow
•With guidance of the Deputy Attorney General for Administration, provides Executive Administration and internal clients with timely and accurate accounting and budget status reports and recommendations including forecasts; variance analysis; and efficiency improvement models. Initiates corrective actions to mitigate the impact of negative variances
•Establishes positive executive-level relationships with the CPA, SAO, LBB, DIR, Office of the Governor, etc. to further the goals of the agency
•Prepares and submits required reports to external entities
•Works with Contracts and Asset Management to forecasts capital and facilities requirements; identifies funding sources and assists in development of recommendations
•Prepares and implements financial policies, procedures, systems, and controls
•Directs interactions with external auditors reviewing agency financial activities
•Continuously updates job knowledge by remaining aware of new regulations; participating in professional development opportunities; and maintaining personal/professional networks

MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college/university in financial management field(s)
Experience: 7 years of full-time managerial experience working in closely related field(s)
Knowledge Base: Accounting, budget, payroll, A/P, A/R, financial aspects of contracts and procurement, relevant state financial regulations and requirements
Skilled in handling multiple tasks, prioritizing, and meeting tight deadlines
Proficient in oral and written communication
Exercises sound judgment and effective decision making
Ability to respond positively to constructive feedback
Works cooperatively with others in a professional environment
Directs and provides excellent customer service
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
Certifications: CPA required

PREFERRED QUALIFICATIONS
Education: MBA or post-graduate level training or courses in financial field (e.g., accounting, financial management, budget, auditing)
Experience: 10 years senior-level management level in financial field; legislative interaction on financial matters and related regulatory requirements; familiarity with applicable state/federal regulations and procedures including Comptroller, LBB, DIR, and SAO
Knowledge: Financial planning, process quality control, system development and improvement, financial forecasting, developing and monitoring complex budgets, ethical conduct, general
business acumen
Skills: Proficiency in financial software and databases, complex data analysis and reporting; problem-solving; Office Suite including advanced Excel capabilities; knowledge of USAS and
USPS applications
Abilities: Strategic thinking; team development and leadership; superior oral and written capabilities including presentations (e.g., representing agency at training sessions, external
hearings, legislative sessions)
