Job Description

The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security is seeking a limited number of applicants for temporary jobs in Austin, TX.

Duties & Responsibilities:
Oversees equal rights responsibilities in a Joint Field Office (JFO). Identifies potential equal employment opportunities (EEO)/civil rights (CR) issues. Attends staff meetings to identify potential EEO/CR issues. Reviews planned FEMA activities and documents for compliance with policies, laws, and regulations pertaining to EEO and CR. Verifies the accuracy of the equal rights portion of the administrative procedures. Drafts letters for Federal Coordinating Officer’s (FCO) signature and distribution to staff. Verifies the accuracy of information on all posters and in all Equal Rights documents before they are duplicated and distributed. Prepares and/or provides EEO/CR information for documents. Develops and provides counseling information packages. Collects and evaluates population and applicant demographics to develop and structure FEMA program delivery strategy. Conducts compliance audits and pocket compliance reviews during disasters. Interviews key people involved in EEO/CR issues and/or complaints. Evaluates collected information on a given EEO/CR issue for relevancy and completeness. Provides guidance to FEMA management and employees, applicants, and other appropriate parties regarding EEO/CR issues. Refers non-EEO/CR issues to appropriate resources. Processes equal employment issues. Processes civil rights issues. Maintains a log describing the status of EEO/CR cases from the current disaster, for consistency and avoiding duplication of effort; and assesses the training needs of EEO/CR employees in FEMA facilities. Deploys to disaster JFO locations. Participates in developing strategy for and conducting civil rights compliance reviews.

Knowledge, Skills & Abilities:
• Basic computer literacy, experience with Excel, PowerPoint
• Experience in meeting with diverse groups, experience in conducting training, counseling.
• Knowledge of the body of law governing Federal equal employment opportunity programs.
• Knowledge of civil rights laws and their applicability to federal agencies. Specific knowledge of the programs covered under Title VI, Title VI, Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS), Limited English Proficiency (LEP), and Robert T. Stafford Disaster Relief and Emergency Assistance Act.
• Knowledge of personnel management principles in general including areas such as recruitment, merit selection, job evaluation, job design, grievances, appeals, labor relations, employee development and the like.
• Skill in identifying and defining illegal discrimination through systematic fact-finding or investigation.
• A high degree of analytical skill.
• Understanding of the nature and causes of institutional barriers to equal employment opportunity.
• Skill in communicating orally and in writing.
• Ability to work effectively and deal with persons in various social or economic strata of society, regardless of the Status of their position in a particular institution.
• Skill in negotiating or consulting and judgment in applying equal opportunity principles to identify and solve problems.

Additional Workweek Details This is a TEMPORARY position and it may be terminated at any time for any reason. A Local Hire appointment does not entitle you to federal civilian status.
