The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security is seeking a limited number of applicants for temporary jobs in Houston, TX.

Duties & Responsibilities:
Will be using the ESRI ArcGIS software suite to research, digitize, edit, analyze, and symbolize spatial information related to disaster preparedness, response and recovery. Must create and publish GIS layers based on the information to FEMA, State, and local and/or regional instances of ArcGIS Server and assist in the design and development of Adobe Flex (Flash) based tools for web-based analyses of published layers.
As a GIS Specialist with the Federal Emergency Management Agency (FEMA), your duties will include, but will not be limited to:
• Create, maintain, and update geospatial databases;
• Perform basic geo-processing and analytical tasks such as spatial queries, comparisons, joins, parses, buffer, intersect, and clip;
• Digitize and geo-reference data within Geospatial Information System (GIS) software;
• Collect data from internal and external stakeholders to develop and update geospatial products such as incident maps; reference maps; quantitative and qualitative thematic maps; and interactive web map products;
• Support incident-, regional-, and national-level planning and decision-making by developing geospatial products and services;
• Integrate event-specific model output in coordination with authoritative sources;
• Adhere to copyright, disclaimers, licensing, and other sensitive products and data distribution protocols;
• Brief customers on interpretation of products;
• Assist customers with preparing product request forms and track requests for completion;
• Distribute geospatial products;
• Operate specialized application or geospatial software for disaster support; and
• Operate and calibrate Global Positioning System (GPS) units and mobile data collection devices.

Knowledge, Skills & Abilities:
• Proficient in Microsoft Office Suite
• Proficiency with ESRI's Arc GIS desktop software suite, and standard and large format plotters (with driver, printing, and maintenance experience). Optional: On- the-job programming experience with Arc SDE spatial database management using Oracle or SQL Server and network management.
• Able to comply with Incident Command System (ICS) unity of command principles.
• Able to communicate effectively in writing and orally and provide excellent customer service.

Relevant Experience Required:
• Bachelor's Degree in Geography, Geology, Computer Science, or a related discipline, or an equivalent level of on-the-job expertise with GIS systems.
