Position Title: Continuous Improvement Specialist

Duties & Responsibilities:

During disaster operations, deploys to Joint Field Offices (JFOs), Regional Response Coordination Centers (RRCC), National Response Coordination Center (NRCC), Distribution Centers (DC), and other locations to perform Continuous Improvement Program functions
• Applies a substantial knowledge of emergency management knowledge and skill to provide analysis, advice, guidance and interpretation on complex and cross-cutting issues.
• Develops data collection plans for use during declared disasters using all hazards plans, historical disaster information, and previous lessons learned.
• Provides feedback on issues requiring immediate attention.
• Facilitates periodic reviews ("hot-washes" and/or “improvement planning workshops”)
• Collects data from pertinent systems to corroborate or refine observations. Ensures consistent, coherent and accurate recording of observations for use in the after action review process.
• Facilitates the validation of observations and identification of cross-cutting themes.
• Synthesizes output from after action meetings, disaster reviews and validated observations (issues and potential best practices) into After Action Reports (AARs) or reviews.
• Supports development of improvement plans, issue resolution, or potential best practice integration.
• Performs strategic level reviews of data findings from multiple disasters to identify recurring or emerging disaster issues requiring resolution.
• Works cooperatively with other FEMA offices to collect data, validate findings, analyze root cause, and develop recommended solutions to present to leadership to support their decision-making process.
• Develops written and graphical reports to brief leadership on analyses and courses of action.
• Tracks status of issue resolution, development of after action reviews, and other LL/CIP products to develop regular reporting on program progress.

As a Continuous Improvement Specialist with the Federal Emergency Management Agency (FEMA), your duties will include, but will not be limited to:

Organizes, coordinates, leads, and executes quantitative/ qualitative studies and analyses of recurring or emerging disaster issues, new or modified program/management policies, regulations, goals, or objectives. Assists in evaluation of collective actions to determine if the solution is effective.

Educational Requirements:
Master’s Degree

Relevant Experience Required:

2 years’ experience in analysis, research, continuous improvement, lessons learned, or similar field
OR
2 years’ experience in emergency management

This is a TEMPORARY position for up to 120 days which could be terminated or extended at any time, depending on the needs of the operation. A Local Hire appointment does not entitle you to federal civilian status. You may be required to work 10-12 hour a day 7 days a week.

You must be eighteen years of age and US CITIZENSHIP REQUIRED. Direct deposit of salary is a condition of employment. Salaries are comparable to local prevailing wages.
