Position Title: HM Engineer & Architect Specialist

Duties & Responsibilities:

As a HM Engineer & Architect Specialist with the Federal Emergency Management Agency (FEMA), your duties will include, but will not be limited to:
• The HM Engineer and Architect Specialist will work directly with State and local governments to evaluate eligible damages under the Stafford Act, Public Assistance Program and for the addition of supplemental improvements to mitigate against future damage. Primary duties are to review existing damage descriptions, evaluate applicant mitigation proposals in accordance with Public Assistance Recovery Policies, write a clear and concise scope of work for disaster related mitigation, and develop cost estimates for that scope of work. HM Engineer and Architect Specialist should have knowledge, skills, and abilities related to any of the following disciplines: municipal civil infrastructure systems, geotechnical engineering, hydraulic engineering, heavy construction (road and bridge design/repair, embankment stabilization, public buildings), port facility infrastructure, civil/construction engineering, WTP design/construction, WWTP design/construction or dam design/construction. Position will serve as a point-of-contact with internal and external shareholders who are involved in mitigation.

Educational Requirements:

• High School / GED
• Bachelor of Science degree in Engineering or Construction

Relevant Experience Required:

• Candidates that possess an accredited degree in any of the following are preferred but not required:
Civil/Structural/Construction/Environmental/Coastal/Electrical/Geotechnical Engineering. The incumbent should have a minimum of two years’ experience as an engineer working in municipal civil infrastructure, hydrology, heavy construction (public buildings, roads, bridges, dams), port infrastructure, coastal construction, WTP design/construction, WWTP design/construction. Consideration will be provided to Engineering students currently enrolled in an accredited program and have completed at least two years of credits towards a four year degree.

Knowledge, Skills & Abilities:

• Travel is required for meetings, interviews and site visits. Could be working outside in extreme temperatures.
• Proficiency in MS Office software such as MS Word and Excel and other automated data bases.
• Skilled in reading, policy/regulatory documentation and plan review. Ability to prepare clear and concise written documents, describe complicated engineering concepts to non-technical audiences, and work independently with limited oversight.
• Ability to communicate effectively both orally and in writing. All candidates should possess strong computer, typing, communication, interpersonal, and customer service skills.

Selected candidates will be required to complete a background investigation which includes finger printing.

This is a TEMPORARY position for up to 120 days which could be terminated or extended at any time, depending on the needs of the operation. A Local Hire appointment does not entitle you to federal civilian status.

You may be required to work 12 hours a day 7 days a week.

Eighteen years of age and US CITIZENSHIP REQUIRED.

Direct deposit of salary is a condition of employment.

Salaries are comparable to local prevailing wages.
