Job Description

Perform advanced (senior-level) managerial work administering the daily office division operations and the activities of the Elections Administration Section within the Elections Division of the Office of the Secretary of State. Issue communications to the counties concerning Election Certification Management System (EMCS) entry and election night returns. Respond to public information requests for candidate and elected officials data. Manage nine employees in these areas: Special Projects; Receptionists: and Operations Support. Work with the Information Technology Division (IT) to identify enhancement and growth of the EMCS. Produce division annual and daily purchase requests. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating system function, division, or section activities; plans, assigns, and supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Improvements to and maintenance of the EMCS (Election Certification and Management System) for candidate filing, election night results and canvass reports.
Certify ballot for state and district officers.
Act as a liaison to state agencies designated as voter registration agencies under NVRA National Voter Registration Act.
Act as liaison for Election Identification Certificate (EIC) Program with the Department of Public Safety and coordinate local Mobile Units and locations with county officials.
Provide and update voter registration applications for county election officials and the public and fulfill voter registration applications and ballot by mail online requests.
Maintain the online poll worker training program and updates.
Oversee and update the Project Vote Program and Website, and Student Mock Election Handbook.
Train election inspectors, assign locations, and deliver the checklists and letters to county officials.
Coordinate candidate filings, withdrawals and petitions with Independents, Write-Ins and major and minor parties.
Oversee the Constitutional Amendment mail out, Texas Press Association newspaper ads, and translations.
Produce and deliver elected and appointed officials Certificate of Elections, ID Cards and Commissions.
Responsible for the Elections Divisions key measures reporting.
Work with the United States Post Office for county, other agency and Secretary of State voter registration applications for address placement, codes and printing specs.
Collect Oaths and Statements for District and State Elected, Associate Judges and Appointed Officials.
Maintain and update the Elections Divisions SOS state website, Project Vote and Vote Texas websites.
Plan and host Election Law Seminars.
Track Legislation.
Host Election Advisory Committee Meetings.
Engage in voter outreach.
Conduct Texas Electoral College and ensure county election returns for the office of Governor and Lieutenant Governor are received for the Joint Committee Report.
Perform related work as assigned.

Graduation from an accredited four-year college or university, or equivalent professional experience.
A minimum of five years responsible leadership experience in management or supervisory positions.
A minimum of three years of responsible work experience dealing with the public sector or large organizations

Work experience with City, County, State and/or Federal Election processes.
Working knowledge of Election rules and regulations.

Knowledge and experience in business, supervision, and management
Work experience with web-based applications
Ability to handle difficult situations and to identify and solve problems
Ability to lead and develop a department and department staff members
Outstanding interpersonal relationship building and employee coaching and development skills
Excellent written and spoken communication skills
Must have strong analytical skills
