Position Title: Floodplain Management Specialist

Duties & Responsibilities:
The incumbent is responsible for providing technical support for the National Flood Insurance Program responsibilities.

The work involves presenting information on Mitigation, Floodplain, and NFIP issues using written and oral presentation formats and techniques; establishing and maintaining effective working relationships to foster understanding. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Issues, problems, or concepts are not always susceptible to direct observation and analysis. The incumbent develops and implements, a strategy for NFIP coordination, compliance, community outreach and ensures coordination of Federal and State long-term recovery activities that have an impact on floodplain management.

The incumbent is responsible for the development and implementation of strategies to communicate loss prevention information to various audiences by promoting flood insurance and disseminating risk information based on FEMA flood mapping efforts. As a member of a team, the incumbent provides advice to managers on methods and strategies to enhance public understanding of NFIP programs.

The incumbent establishes and maintains strong working relationships with community groups, the media, and/or members of the general public to enhance relationships with FEMA stakeholders and to increase effectiveness in communicating loss prevention, NFIP, and mitigation program goals and area(s) of concern, and develops communications plans by considering such items as specific topics or aspects to emphasize, the most effective methods to use in communicating with intended audiences, and the kind of information various groups want or need. The incumbent assists Regional and Division management in planning and effective communications strategies to increase participation between FEMA and public and private organizations in loss reduction/mitigation/NFIP activities and prepares or reviews materials and plans for activities to increase public awareness of flood loss reduction programs.

The incumbent serves as a point-of-contact with counterparts in Federal, State, local, and voluntary organizations who are involved in mitigation and flood map development programs.

Educational Requirements:
• High School Diploma or equivalent (etc)

Relevant Experience Required:
Must have 2-3 years of experience. Knowledge of Mitigation, National Flood Insurance Program, and Flood Mapping programs to develop and disseminate information to various audiences. Working knowledge of building inspection and/or zoning codes related to floodplain management and Federal and State land-use planning ordinances. Skill in assessing public reaction and identifying the extent of understanding achieved to evaluate the effectiveness of communications programs.
Skill in written communications to prepare memoranda, instructions, and correspondence to increase understanding among various audiences of programs and policies. Skill in oral communications to prepare and present recommendations and solutions persuasively and effectively. Preferably three years' experience.

Knowledge, Skills & Abilities:
• Proficiency in MS Office software such as MS Word and Excel.
• Conduct data analysis and preparation of verbal, technical and written reports for management

Certified Floodplain Manager Designation

Selected candidates will be required to complete a background investigation which includes finger printing.

This is a TEMPORARY position and it may be terminated at any time for any reason. A Local Hire appointment does not entitle you to federal civilian status.

You may be required to work 12 hours a day 7 days a week.

You must provide two forms of ID: such as a VALID Driver License, Social Security Card, Birth Certificate etc. or Passport. (We will not accept if expired.)

Eighteen years of age and US CITIZENSHIP REQUIRED.

Direct deposit of salary is a condition of employment.

Salaries are comparable to local prevailing wages.
