Job Description

The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity. To support our mission, we are seeking to fill a Veterans Resource and Referral Specialist (VRRS) I - II position in the Texas Veterans Leadership Program (TVLP) Department. This position will be located in the Fort Worth, Texas area.

The VRRS I-II performs complex (journey level) to advanced (senior-level) work involving counseling and assisting returning veterans regarding earned benefits and services; and providing peer to peer outreach to returning veterans. Works under limited to minimal supervision, with considerable latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
-Provides peer to peer outreach to returning veterans from Iraq, Afghanistan, and Syria who are currently not receiving services as they resume civilian life in Texas.
-Advises, refers and assists returning veterans regarding earned benefits and services.
-Work will compliment and provide added value to existing resources in place by other local, state and federal agencies.
-Identifies veterans who have returned from Iraq and Afghanistan that need assistance in returning to civilian life.
-Interviews veterans, their dependents, or others and provides services, counseling and assistance in obtaining rights and entitlements.
-Increases veterans' awareness of earned benefits and services, explains services and answers questions.
-Communicates with veterans to understand their unique needs and develops a customized referral approach to services designated for those who have served our country.
-Refers veterans to all veterans' service organizations and agencies and encourages them to take full advantage of earned benefits and services.
-Prepares and submits monthly written reports to the Director of the Veterans Leadership Program.
-Maintains proper documentation.
-Represents TWC and program at meetings and makes presentations to groups as appropriate.
-Oversees activities in a specific geographical area of the state and coordinates with other state, federal, veterans, and community groups to facilitate a smooth transition for veterans and their families.
-May assist veterans in obtaining treatment.
-May conduct visits to veterans' residences.
-Maintains effective working relations with veterans' organizations, hospitals, military discharge centers and the community.
-Networks with employers in the area regarding outreach activities and to understand employer needs.
-Coordinates with workforce delivery partners to support veterans in obtaining needed services to secure employment and leadership opportunities to achieve and sustain economic prosperity.

PREFERRED QUALIFICTIONS:
-Considerable knowledge of laws, issues and programs pertaining to veterans returning from Iraq and Afghanistan.
-Ability to evaluate veterans' needs, analyze facts and identify resources to assist them.
-Ability to establish and maintain effective public contacts and working relationships.
-Ability to take initiative and work independently.
-Excellent public relations and communications skills.
-Time management and organizational skills, customer service skills and strong service orientation.

MINIMUM QUALIFICATIONS:
VRRS I: Three years of full-time experience in the military or in providing services to veterans. Thirty semester hours of accredited college work may be substituted for each year of the required experience.
VRRS II: Four years of full-time experience in the military or in providing services to veterans. Thirty semester hours of accredited college work may be substituted for each year of the required experience. Incumbent must be a veteran who served on active duty for a period of more than 180 days and was discharged or released with other than a dishonorable discharge; OR a veteran who was discharged or released from active duty because of a service-connected disability; OR an eligible person as defined by Title 38 of the United States Code.

May involve work including nights, holidays and weekends, and overtime as needed.
Position involves 50% travel.
Occasional standing, kneeling, sitting, and lifting and carrying of 30 pounds involved.
Written exercise may be conducted during the interview process.

The salary range for this position is $3,331.00 to $3,408.23 per month, depending on qualifications.
