Job Description

The Texas Workforce Commission (TWC) is seeking a Contract Specialist IV- V to join the Grant Administration team. This position is located at 1117 Trinity St, Austin, TX.

The Contract Specialist IV performs advanced contract management work. Work involves developing and evaluating a broad range of grants. May assign and/or supervise the work of others. Works under minimal supervision, with considerable to extensive latitude for the use of initiative and independent judgment.

The ideal candidate will have Certification as a Certified Texas Procurement Manager (CTPM); or a Certified Texas Contract Developer (CTCD); or Certified Texas Contract Manager (CTCM). Advanced knowledge of Microsoft Excel, advance knowledge of Microsoft Word, proficiency in Share Point, and some knowledge of Microsoft Project. Knowledge of grant, competitive procurement, contracting regulations, policies, and procedures. Knowledge of and skill in interpreting and applying state and federal laws and regulations relevant to the administration of federal or state funds.

GENERAL DUTIES
- Performs highly complex grant administration and management work in the development, implementation, and maintenance of grant awards, contract and procurement functions in TWC's Grant Administration department.
- Facilitates grant solicitation and procurement related meetings, assists with training, and provides technical assistance to Agency staff.
- Develops or may oversee the development of grant awards or contracts by identifying provider resources, describing services to be rendered, evaluating information supplied by Offerers, and negotiating grant or contract specifications.
- Develops, processes or may oversee the processing of agency grant awards, contracts and amendments, including revenue-generating contracts, interagency or interlocal agreements, and non-financial agreements.
- Facilitates or may oversee the facilitation of evaluation team, or procurement related meetings
- Assists with training and provides technical assistance to Agency staff.
- Develops or may oversee the development of revision of grant awards or contract standard operating procedures, and process work flow.
- Reviews specifications that have been prepared for solicitations and requests for proposals.
- Negotiates grant awards, contracts, contract renewals, and amendments and makes recommendations to change solicitations, contract boilerplate, and other contract related documents.
- Performs other duties as assigned.

PREFERRED QUALIFICATIONS:
- Experience coordinating competitive grant solicitations or procurements such as, Requests for Applications (RFAs), Requests for Proposals (RFPs) or Requests for Offers (RFOs) for the State of Texas
- Advanced skill in Microsoft Office Suites

MINIMUM QUALIFICATIONS:
Contract Specialist IV: Completion of two years (60 semester hours) of accredited college work, plus four years of full-time experience in grant administration, contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers. One additional year (30 semester hours) of accredited college work may be substituted for each year of the required experience with a maximum substitution of two years. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.

ALL: Applicants selected who do not have a CTCD must obtain this certification within six (6) months of employment or as soon thereafter as training is available.

Duty requires up to 5% travel (within the state of Texas) and the ability to lift 5 pounds.

The salary for this position is $4,023.16 to $4,662.00 per month, depending on qualifications.
