Procurement & Contract Specialist

Essential Functions
- The Procurement & Contract Specialist is responsible for planning, monitoring, and auditing contract assignments in support of TXUís procurement activities or in the audit/review of that activity.
- Develop supplier selection criteria that satisfy company requirements and facilitate evaluation of supplier responses by cross-functional departments (and participate if appropriate).
- Review existing vendorsí safety and insurance documents to ensure that they are in compliance with the Companyís requirement.
- Determine Companyís procurement needs and procure qualified vendors in areas such as pipeline, electrical, landscape, painting and coating, well drilling and well repair, W/W treatment plant maintenance and repair and SCADA contractors.
- Coordinate with Companyís legal, risk, and communications departments to ensure vendor compliance with insurance, bonding, safety, and legal requirements.
- Actively manage procurement contracts from cradle to grave, manage the Master Service agreement process for TXU, develop detailed Procedures and Work Instructions, and monitor contractor change orders to ensure that Purchase Order amounts match contract amounts.
- Conducts basic procurement procedures and techniques.
- Assist with contract termination procedures.
- Perform commonly used contracting methods and contract types related to pre-award, post-award and/or price/cost analysis functions to perform well-defined and precedent contract actions.
- Solicit sources of supply and analyzes prices, discount rates, delivery dates, transportation charges, previous performance, commitments and indications of financial responsibility and recommends the most advantageous offer.
- Plan and carry out recurring work using established procedures, conferring with the supervisor as necessary on technical problems.
- Participate as a team member on an acquisition management review team or on an equivalent assignment.

Contract Administration:
- Under the general supervision of the Finance Director, the Specialist will support TXUís capital expenditure projects contracts, as well as other operational contracts.
- Collaborate with TXUís leadership team to understand and fulfill each departmentís contracting needs.
- Coordinate insurance and agreement requirements with Legal and Risk departments.
- Create service orders and purchase orders and work with accounting department to ensure purchase order open lists are accurate.
- Will be responsible for the routine audit of TXUís Purchased Water Agreements, and other existing agreements, to ensure compliance to all contract terms by all parties. In particular will identify any incorrect billing issues, either from TXU water suppliers, or to TXU water purchasers, to ensure maximum profits and minimum costs are actualized.

- Bachelor's Degree in Business, Supply Chain, or other related field.
- Microsoft Office Suite (Word, Excel, Outlook); Internet; Computer; Office Equipment
- 3 - 5 years of related experience in procurement and/or contracts administration.
- Experience with l RFPs.
- Experience in reading and interpreting project plans.
- Contract negotiation skills, with key roles held in Project Controls, governance or procurement, supporting capital projects.
- Position requires the ability to work independently and think critically, as well as cross-functionally.
- Must be able to engage with others and build positive working relationships.
- Excellent communication skills, strong PC skills, strong planning/ organizing & time management skills.

- APICS CPIM certification preferred.
